Thanks Richard and Dick,
I made another "How to" message with my own example, for amateurs in
Japan: there are lots of JA amateurs who also have US callsign.
Japanese ministry announced last year not to allow BPL operation because
of harmful interference to exisiting radio services;

I have contributed to the above study as a JARL staff and have presented
some results in The 7th International Symposium on Power Line Communications
and Its Applications held in Kyoto this March;

Other information on Japanese amateurs' activity on BPL affairs can be
obtained from
http://www.qsl.net/jh5esm/
where the page includes "disturbing HF broadcasting and standard AM signals"
sounds.
Those sounds are officially recorded for the ministry's study group.
I hope these would help your "Comments on ET Docket No. 03-104 for BPL."
