Not too simple.
The usual problem with paint programs is pixelation: an arc for the scale will look "jaggy" unless the painting is created very large and printed in reduction.
The drawing programs sometimes lack things like fitting text along an arbitrary curve.
It is difficult to get professional quality results without Postscript or CAD.
Almost any Mac drawing program will give very good results. The better programs make it quick and easy.
