[Ham-Mac] Help! - Start-up problem with G4

My Mac has developed a very strange problem over the past month and it
is driving me crazy. The machine is having difficulty starting up.
It is a 400 MHz G4 with OS 9.1. I have an extra internal IDE drive and a
bunch of USB devices attached to the machine
I will turn the machine on and it goes into it's startup routine. It
reaches the screen where you would begin to see the extension icons at
the bottom and than just sits there and does nothing. You can come back
after 20 minutes and it is still sitting there. I am having to startup
with my emergency CD and than restart and pop the CD out. With restart,
it is no problem at all, but if you shut the machine down, I encounter
the situation that I am talking about.
Any suggestions? I am reasonably Mac literate as I have been using Mac
only since 1984. I have never seen a problem like this one and it has me
baffled!
