Yep, you're exactly right.
ResEdit is a utility, published by Apple Computer, to edit file
resources. It comes with NO documentation and no support, and is a
great tool for viewing and editing resources.
You would first run ResEdit, and then use it to open the Apple Modem
Tool to see all the goodies inside. You can also very quickly and
easily corrupt a file if you're not careful, so the wise thing is to
always work with a file COPY and not the original file.
ResEdit was last updated in 1994, the latest version is 2.1.3, but it
still does a good job. I searched at the Apple Web site to find it
now, but it looks like it's hiding somewhere in the Developer's
section and would take some digging to find. If you want a copy of
it, the easiest way to find it would be to go to VersionTracker at
http://www.versiontracker.com/
and type ResEdit in the search field. It's about a 465K download.

learn what they can do for you, the best place is ResExcellence at
http://www.resexcellence.com
where you can learn more than you ever wanted to know about mucking
around in the resources of Macintosh files.
