You want to make sure all devices have the IP address set so they'll see
each other, if you're going with static IPs. If you use DHCP, check the
unseen device to see if it picked up a address (and make sure something
is giving out DHCP addresses).
Check/substitute cables. Make sure you are plugged into the correct
ports (switch/LAN port on router instead of WAN/Internet).
Make sure external switch is passing traffic: at least one thing plugged
in is working. Blinky lights, if it has them.
