[Ham-Linux] HTML code for Talk linking ?

Hi Group,

Basic HTML question for the gurus in attendance.

How do I explain to a Windows user, how to set up
their browser to call a program like WinTalk when
they click on the 'talk' link from my webpage ?
And 'feed' it the IP address as an argument ?

And for you Linux experts out here, what is the
best way to parse my current IP addr dynamically
into a flat text file (just the decimal IP #'s),
for prep to convert it into a GIF image that can
be ftp'd to the webserver for inclusion in page ?

(using Slackware Linux 4.0 on the gateway machine)
