[Ham-Computers] Win 7, how to release com 1 from Fldigi to use it in WSJT-X?

Having trouble getting WSJT-X to connect with my TS-590SG (via USB), 
after using Fldigi MT-63 successfully for Shares. I get a "rig control 
error" that I cannot seem to overcome.

Fldigi (MT-63) works, so the CP210X driver is functioning OK. The setup 
config in both programs seems correct, as is the radio. CAT is on Com 1 
and the CP210X is on Com 3. Baud rates are all set the same.

There are times when WSJT-X (FT8) will work, but I often have this 
problem. Poking around has fixed it at times, but I've never been able 
to conclude what I did  to fix it consistently. What am I missing?
