Lots of them in the Android world.

Have you considered getting a used Android smartphone & trying
some of the apps (mostly free)?

You don't have to put it on any service - just set up for wifi,
go to Google Play or one of that alternative sites, download
the APK's (Google Play automates that but some others don't &
you merely download then click on the APK & it auto-installs).

Alternatively, you can download the APK's to your pc, transfer
them to the smartphone, then activate them to install.

Now you have a portable sound level meter.
