Yes www.Microsoft.com then support/ then browsers go down to you get to I8 BUT there are several updates to I-8 after that initial install
Most of the later o/s software is backward compatible BUT after Win XP they changed the file structure from FAT to NTFS which fixed the security issue a great deal, I would strongly recommend you upgrade that machine to Win 7

Subject: [Ham-Computers] IE 8
Does anyone know whether or not IE 8 can still be downloaded from the
Microsoft Update site?
One of our main machines here still runs XP. One program that I run on it
frequently is the Stamps.Com software to print postage. The software was
working OK this morning but all of a sudden quit working mid-afternoon. After
an hour with their tech support this afternoon, they informed me that their
software somehow uses IE to connect to their servers. And the problem was
with the IE 8 installation. They tried first to tell me that I had to
switch their software to a Windows 8 machine we have that is in another room.
Then they said I could try reinstalling IE 8 but there was no guarantee that
that would fix the problem. And have a nice day.
So I'm going to try uninstalling and reinstalling IE 8 but if I recall
correctly, XP shipped with either 6 or 7. So I need an installable copy of IE
8.
