[Ham-Computers] Computer Help Needed

First I would suggest that you go to a "restore point" from a time 
before IE failed and restore Windows.

If that doesn't work, use your Windows Install disks like you were going 
to do a fresh install of Windows, but instead select the "Windows 
Repair" option (or whatever it's called in your OS).

And if that doesn't work, you might use another computer (if you have 
one), download Firefox, install and use it till you resolve your 
problem.  At least that'll get you on the web where you can research the 
problem.
