[Ham-Computers] Computer Help Needed

I am at wits end on my laptop problems.

I reinstalled the Win7 Pro OS and have been working on restoring my laptop
for the last week.  Today, IE 11 won't work and I can't figure out how to
get it running again.  I can no longer get on the internet.  I am at the
point of just buying another laptop unless someone has any suggestions......
