[Ham-Computers] Boot from CD problem

I found that site before and tried what it said but it did not work!
No matter what I try I can not get this machine to boot from a CD or USB 
stick.
I feign being a old fart but I have been around the block MORE than once but 
this one has got me stumped....The really sad part is that HP wants $$ to 
even talk to me about a problem with one of their products.

If I set the BIOS for Legacy mode it will not load Windows but the F9 boot 
option screen does show up but it will not boot from the CD disk.  If I set 
the Bios for UEFI mode It will load Windows but not give the option for 
booting from the CD.

Maybe I should take up golf......
