[Ham-Computers] Boot from CD problem

HELP!

I guess this old fart is having a brain freeze but I can not get my HP Envy 
M7-j020DX laptop to boot from a CD.

I have searched the BIOS setup and found nothing that works;  the only thing 
I found on the internet was that I have to disable 'Safe Boot' but the BIOS 
won't let me disable it.

HP's web site is useless!

This problem started when I tried to reset my Windows password(s) with some 
software that I purchased;  the software  creates a reset CD to do the 
recovery and hence the problem!

Additionally,  I dual boot Win 7 & 8.1......
