Make sure you do it with a keyboard plugged directly into the motherboard, a 
serial or PS/2 KB.  The USB keyboards aren't recognized until near the end 
of windows loading and the keys don't work until their drivers are loaded. 
You need one that's functional in the first few seconds of turning on your 
computer.
