[Ham-Computers] PDF Editor/Unlocker

I have a PDF file that I can open and look at (I have that password for 
that) but it will not allow printing or single page extraction.  Does anyone 
know of a utility (free or otherwise) that can accept the password to get the 
file open, and then turn off the print and/or extraction restrictions?

I have PortablePasswordRemover3.0 but when I run it against the file, it 
just reports that the file is not encrypted.
