Sounds like a usb/cell phone modem, which is not like the normal setup everyone else has been talking about.
Used to be (in the win9x days) you could set up "internet connection sharing, then let the tablet connect via wifi through that dongle, through the computer, then out through the modem.
I've never looked for that function in NT based OS so I can't say if that's still possible, but with higher security, I doubt if it's easy.
Also, the connection is not "always on" - you have to go to the computer to initiate the cell connection.
