[Ham-Computers] Local Ham with computer troubles...

After being told by AOL/Compuserve that their mail manager wouldn't run 
under whatever that was that came between XP and 7, I stuck with XP (or 
actually changed to it from 2000/NT).  But is there a 32 bit version of 7 that has 
a 16 bit kernal?
