[Ham-Computers] Testing serial connections?

Is there a simple and bulletproof app for Linux that will effectively
test the port on the laptop, the cable, and the target device and
provide some useful info as to what is wrong?

Serial ports have been around for decades, surely someone has written
such a utility by now.
