[Ham-Computers] Connecting Tablet to PC.

A friend has a new toy, one of those "tablet" type computers.
When he goes to a spot with WiFi, Rat Shack, Starbucks, McDonalds, et
cetera, it connects immediately and he browses the web.
At home he has a PC with internet access.
He has a WiFi device for the PC, it scans the neighborhood and finds two
neighbors with WiFi.
He would like the connect the tablet to the HIS PC and browse the web using
the tablet.
Since both have WiFi that appear to connect to the outside world, but not to
each other, I'm guessing something else is needed, maybe a wireless router
or hub? I am not familiar with what is used.
I am GUESSING he needs a device similar to what I see in the shops, the
little black box with the two antennas, and no doubt the associated software
that would allow his home PC to act as a WiFi server, then connect the two.
I HAVE figured out what the tablet is looking for to connect to his PC,
having seen it scan and find the neighbors, I'm just not exactly sure of
what's needed, or entirely sure of the name of the device on the PC end.
Any help/ideas to research apprectiated.
