Not quite enough info, Brian.
If the old drive is your system drive, do you want to transfer the system and all
your programs and have a bootable drive? If so you're going to need a utility. I
really like Acronis TruImage, but there are others such as Norton Ghost.
They'll take care of the formatting and partitioning for you. You have to, of course,
physically install the drive.
The term "data" is usually used to refer to files that programs use, like your log
files, Word documents, text files etc.
If that's what you're looking for, you need to install the hard drive, make sure the
computer knows it's there, format and (optionally) partition it, then use WIndows
Explorer to copy what you need.
All this is assuming you're talking about a Windows machine.
