[Ham-Computers] Need hint about IE8 Toolbar Problem

Until I shut down this morning around 02:00 everything seemed to be OK.  
When I came into the office and started up again later this morning, there was 
a toolbar problem.  I normally run with only the status (address) and menu 
bars, and at top of screen.  This morning there were (and still are) three 
tool bars showing.  The status bar is OK.  The menu bar still works but color 
is changed to black on black so it works by first hovering the mouse 
pointer until a dim rectangle appears and then clicking to drop down the menu.  
Below that is a bar which at the left end has a black background rectangle at 
the left end, with a gold star at its left end.  If you click anywhere in 
the rectangle, the favorites list shows up but drawn like the left pane of a 
two-pane application (like Outlook).  To the right of the rectangle all the 
way to the right edge of the screen you see what was on the screen in that 
location before you started IE8.  

And when you go to a site, the third bar hides the top 3/8" of what should 
be on the screen from that site.  Including the Files box if it's there, 
although if you click on it blindly, it still works.

The really aggravating thing is I think this or something similar happened 
once before, possibly with IE7 but I'm not sure of that.  Somehow I managed 
to get rid of it but I failed to write down how I fixed it and haven't 
stumbled on a fix this time.
