No.

Yes, Windows 3.11 won't run my 32 bit applications.  Mind you, the struggle
is:

Dead computer...

Missing hardware...

Remaining hardware exceeds the capability of the software...

Full installs of DOS 6.22 and Windows 3.11, but only an upgrade from Windows
3.11 CD of the OS ultimately needed, Windows 98 Second Edition.

If I can figure out a way to run Internet Explorer 6.0 and Outlook Express
6.0 in addition to all my design, analysis, imagery and music software on
Windows 3.11, I won't be having these problems.

I like hearing about Linux when I ask about Windows as much as I like the
suggestion of an enema with Everclear when I order french fries... I didn't
ask and the suggestion is irrelevant.
