1.  Hmmm, what version of Windows?  On my XP system, the Windows Mixer starts up where I last closed it.  Even with the command-line you provided, it started in the same place.  Perhaps you can open it once from the System Tray (or Control Panel), put it where you want, then close it.  Hopefully, the command-line will then start it where you want.

2.  How are you starting Explorer?  If right-clicking the "START" button, then this will always default to the Start Menu folder of your profile.  If using a shortcut (Such as Programs -> Accessories -> Windows Explorer), then modify the shortcut's command line to read:

"%SystemRoot%\explorer.exe /n, /e, /select, c:\"

Yes, there are commas in there and don't include the quotes (").  Change the "C:\" to whatever path you want to start from (you may need quotes if the path inclues spaces).  Copy the shortcut to your desktop for faster access.

BTW, you can also right-click "My Computer" -> Explore to open an explorer Window that starts in "My Computer" - only one click away from C:\ (or any other drive).

position on the screen it should be in? For example, in one of my batch 
files I start the Windows audio control with "START sndvol32.exe -d1". 
This opens the correct module, but I have to manually position it every 
time where I want it.

    Second, in Windows Explorer, is there any way to specify what 
directory it should open with? Each time I open it, I must click on "My 
Computer", followed by "Local Disk (C:)". Would be more convenient if it 
opened to "C:" every time.
