It is an internal IDE drive.  Probably should have mentioned that...  Seems
to me there should be an access switch like some sort of attribute to keep
it turned of when not needed, sort of like a spin-down command, perhaps
something to keep things other than Explorer from turing it on when it's
accessed.  I've never dealt with such things so I am not even sure what to
look for, I tried to find something basic such as the "archive" switch used
for folders, no joy.

Put it in an external drive case connected by USB or fire wire and keep it
turned off until you are ready to use it.  (or external SATA)
