[Ham-Computers] Hard Drive access.

I have a second drive for archives.  When I open my browser, there is
considerable delay due to, as far as I can tell, bringing up the unused
drive to speed.  Since the drive is only accessed once a week or so and only
when I go out of my way to use it, is there any way to keep it from being
accessed by other programs when it isn't even required or requested?
