LOGO.SYS - the bootup logo/splashscreen
LOGOW.SYS - "Please wait while windows is shutting down"
LOGOS.SYS - "It is now safe to turn off your computer"

You can turn off the startup splashscreen by modifying MSDOS.SYS.  Here's a link to a page with more info on these files.  However, I've never experienced the "quirk" about LOGO=0 in MSDOS.SYS - it works every time for me without a custom startup screen.
