The EULA for FrontPage 2003 can be found here (it's a self-extracting ZIP file):

Run it or open in with a ZIP utility to extract a PDF version of the EULA.
Section 1.1 states:
*** Begin quote:
1.1 Installation and use. You may:
(a) install and use a copy of the Software on one personal computer or other device; and
(b) install an additional copy of the Software on a second, portable device for the exclusive use of the primary user of the first copy of the Software.
*** End quote.
So, yes, you can install it on a primary system and a second system so long as the second system is used exclusively by the primary user of FrontPage 2003. I'll let you determine how to define a "primary user". =)
