Windows server?  If so, then the volume control icon can be enabled/disabled from the "Sounds and Audio Devices" control panel.  On the "Volume" tab, there should be an option to "Place the volume icon in the taskbar" - make sure it's checked.

Here on our server for my settings the volume control is not down there. I have made a shortcut to the desktop but just wondered. We use Slim Clients to communicate with the server.
