OK, a quick Google results in a couple of possible fixes. I won't go into the details of what might caused the problem...search Google and you'll find them.
Solution 1, disable/re-enable System Restore
* Open the "Service" console (Control Panels -> Administrative Tasks -> Services, or, type "services.msc" (no quotes) at a Command Prompt).
* Scroll down the list of services and double-click "System Restore" (or right-click -> Properties).
* Change the "Startup type" to "Disabled". Click "OK" and close the Services console.
* Open the "System" Control Panel and click on the "System Restore" tab. It should now open properly, but System Restore will be disabled (turned off). Uncheck the "Turn off..." box and System Restore should work as expected.
NOTE: By disabling the System Restore service, all saved Restore Points will be lost!
Solution 2, re-install System Restore - if Solution 1 doesn't work, try this.
* Open a Command Prompt (Start -> Programs -> Accssories -> Command Prompt) and type the following command (Press the "Enter" key where it says <Enter>):
start \windows\inf <Enter>
INF is a hidden folder and this is the quickest way to open it without changing your default views.
* Scroll down to "SR.INF", right-click it and select "Install". This will re-install the System Restore service.
Hopefully, one or both of these will get the System Restore working again.

Let me answer for Jerry:
He is clicking on the tab "System Restore" on the system properties
folder.When clicking on this tab, he gets the error message.
It appears that system restore is not working because no matter how you get
to the restore tab, the restore function will not work. . . .
