The "boot time" CHKDSK runs in a minimal Windows configuration (meaning it's essentially the Windows kernel and "critical"/"mandatory" services. If CHKDSK fails to run at this point, it typically indicates a failing hard drive (or controller), something's up with the Windows kernel, or some service marked as "critical" is interfering with CHKDSK's operation. Note that some malware will mark themselves as "critical" so they load even in "Safe mode".
What I would do is to boot from a different disk (CD or hard drive) and then run a "CHKDSK /F" with the original drive attached as a secondary drive. An example of a bootable CD with CHKDSK is BartPE or it's parent, WinPE. You can download BartPE from here:

G'Day all
running win XP with 1 gig memory on 120 gig hd
when I reboot chkdsk wants to run
it gets to stage 2 and freezes
if i cancel chkdsk before it starts scanning it boots normal
cannot defrag eith it says chkdsk scheduled to run
i have run chkdsk from command window and it freezes at stage 2
i have run ewido, housecall avg virus and avg spyware as well as adaware
running zone alarm firewall
anything i can do short of reinstalling xp or reformatting to solve this
BTW i have all win updates installed
including sp2 with all its updates
