fdisk.

You need a bootable disk to boot and run it from.
Verify it shows what you're seeing, then delete the partition.  It's
been a while, but it may ask you to reboot.  Get back into fdisk and
create a new partition that spans the entire drive.  You might need a
utility that came with the drive (or not).

After this, format it.

When you restart, the computer and Win should see the correct size.
