I've seen this occur on websites that "look" for a particular browser. I use Firefox and don't get the "register" message. But I have seen some websites use ActiveX controls in IE to make IE do things that other browsers can't (because ActiveX is an IE proprietary technology).
... Just went to the download.com site with IE and was able to start the download with no registration necessary.
I also have cookies turned off on my browsers...that could be another "trigger". Try turning them "off" or setting them to "session only".

I have been there recently and when you to download.com then you click on
download the next screen will prompt you to register.
