My Pavilion also refuses to power up sometimes. I finally found that 
removing and reinstalling the battery and everything works. It does not 
appear to matter whether I'm applying ac power or attempting to start on the 
battery. Either way, removing the battery and reinstalling it and the 
problem goes away for awhile.
