[Ham-Computers] Bcc Blind Carbon Copy

I use Outlook Express 6 for email on my two computers running windows XP service pack 2.. Whenever I create mail, I prefer to use BCC for addresses to reduce the exposure of my friends email address.

One machine always shows the BCC entry line whenever I click the create email button. The second machine will not show the BCC line until I force it. 

I would like the second machine to show the BCC line immediately after clicking the create email button like the first.

I hope someone knows the solution.
