I had the same problems with them, but fortunately here we have the Public
Utilities Commission.  Each utility company MUST have a full time staff
member whose sole function is to liason with the regulating agencies and
resolve difficulties.  Twice I have had to go that route with Awful Tawdry &
Terrible YaHell, (formerly SoB-C), but it sure worked!  When I had a speed
issue recently THEIR engineers ask ME what to do... yup, changing out the
DSLAM worked like a charm.

Is there not a similar regulatory agency there?  If one is not listed on
your state's home page you can usually contact the consumer advocate at a
network TV station.
