[Ham-Computers] VHS to DVD

"New" does not equal cutting edge.  Manufacturers often
release low-end equipment to recycle old stock.  They
may have dumped old hardware (new old stock) into new
cabinets and boxes and neglected to state the slower
recording speed "feature".

Have you checked the documentation where they would/should
have listed play and record speeds?

The other possibility is that they released the device
in a rush to market for Christmas and it has defective
operating software -- which is often possible to upgrade
if you find out how.

Try some searches on "emerson" and the model number and
see what pops up on discussion lists.

Another possibility is that there is an unannounced
recall and you can either get it repaired/upgraded or
replaced.
