I might not be the person to ask.  My main page is a lovely combination 
of puke green and hot pink :)

Having said that, I don't have a problem with your layout.
This could mean that it's nice or that you really should do something 
with it :)

It's consistent across the top, which I like.  I'd rather be able to 
navigate to anywhere from anywhere, as opposed to returning to home each 
time.  YMMV.

Do you keep each page in a different folder?
I just throw everything into one.  If you do this, you'll have to re-do 
your paths though, so the pages know where to find everything.

Are you serving out the actual page from your machine?
If not, you can xfer it from either (assuming connectivity).

Regardless, I don't have a problem with your page.  It's very clean and 
clear, easy to navigate, has no javascript, and doesn't require cookies 
or IE.

People redesign things for fun, learning, or something to do - whatever 
works for you.
