[Ham-Computers] Help with Wireless internet

This is a bit off topic, but only place I could think to get a good answer.

Trying to help a friend of mine, so I'll describe this the best I can.

Friend of mine lives in the country and has a neighboor who lives about 1/4 
mile from him, and his neighboor has wireless broadband internet at his 
house, but its a weekend home and he's hardly ever there, the neighboor told 
my buddy if he was able he could use is wireless internet connection anytime 
he wanted.

Well my friend put a wireless card w/ a antenna in his desktop and gets 
signal in only 1 part of his house BUT not where his desktop actually is, 
and he doesn't want to move the computer.

Is there a antenna of some type he could put up outside and point toward his 
neighbor's house to get a stronger signal and that would also allow him to 
connect the antenna to his computer.
