I got similar behavior when a "device" was going bad. Once it was a stick
of memory, and another time it was the "video" device. Of course, this
computer had video on board on the motherboard, so it was slightly more
serious. To isolate the memory, I ran with one stick (half capacity) and it
worked, so I switched to the other stick and it didnt. In the case of the
video, I plugged in an older AGP video card and turned off the onboard video
in the BIOS and it's been running ever since.
Of course, if that's the problem in your case, it could be ANY device (NIC,
sound, USB buss, etc.) some of which can't easily be isolated.
You can always try moving the hard disk to the other machine as a slave and
pulling your files off, then rebuilding the original computer at your
leisure.

If I could get to the 'Safe mode' [or any mode] that would be done in a
heart beat!
It will not get past the initial start screen.
