[Ham-Computers] internet connection

ok this is what I need real  basic

I need a cell phone to install on my computer
so I can call into my internet provider
cell should have basic long distance (NO ROAMING)

I do not want to connect to the internet through a internet package the cell 
co provides
I want  to use the new connection wizard and use my cell as a modem

I have a 3ghz processor and win xp with all patches installed
I can them use this to process wx info to my page form my wireless wx 
station and maybe some aprs data

I have a Samsung sgh d357 now and it will not install
