I recommend Zone Alarm (free) from www.zonelabs.com
This firewall catches outgoing attempts in addition to incoming.  The 
Windows firewall won't catch outgoing (the best thing you can do is turn 
it off - after you install a good firewall).

better yet, dl Hijack This and spend some time learning to use it.  VERY 
powerful program.
