There are shortcut keys to get to the start button or to shut down apps or
the whole computer without the mouse. In fact, in most programs, you can do
everything without the mouse (although not always easily).
To close an app, Alt + F4
To switch apps, Alt + Tab (keep holding alt and repeatedly press tab to
cycle through all of them.
Windows + M minimizes (icons) all apps and shows the desktop.
Windows by itself "opens" (clicks) the start button, then use the arrows to
select a program (or shutdown) then the enter key to "click" it.
Google for more - there's pages of them.
This doesn't help fix your mouse, but at least it will keep you from
crashing your computer because of an improper shutdown.

Thanks for the suggestions, but unfortunately they don't help in my
situation. The problem occurred while working on a Word document. At the
present time, the cursor is up at the upper right corner on the welcome
screen, flickering on and off when I attempt to move it. I can't reach the
region to turn off the computer, so must use the power switch.
