Yes it has the IR and I disabled it ...
at least Device Manager says I successfully disabled
IBM ThinkPad Fast Infrared Port
Virtual Infrared COM Port
Virtual Infrared LPT Port

Infrared devices ...
Disabled and removed.

Under "Other Devices" I disabled two others
PCI Multimedia Audio Device
Unknown Device

Sound, video and game controllers all disabled
Crystal WDM Audio Codec
Crystal WDM Audio Control Registers
Crystal WDM MPU-401 Compatible
Gameport Joystick

I am presuming that once disabled they use no resources?

After all of that ... yes, of course I tried a warm
and a cold reboot since Windows cannot get anything
important done without a reboot ... something is still
grabbing Com1. Sigh.

I am away from Windows most of the time now and forget why
I hate it so much. Terrible lack of control over things.

You delete stuff and it reloads, disable stuff and it
still holds on to resources. Linux is 1,000 times better!
