[Ham-Computers] Win 98 Garbage Collector

Hello,

One of the things I have always hated about Win 98 is that it will not 
release resources back sometimes after use. Does this post have anything to 
do with that?

I have run out of memory and not had it given back even after closing most 
programs. Is there a way to get these resources backwithout rebooting?
