[Ham-Computers] No Direct 3D

I just put together a new computer using a Syntax 1.8 ghz mother board 
with Win98 OS. The video board was a cheap Diamond and would not work on 
some games. So I installed a Matrox Mistique MA-1 board I had laying 
around. It's old but I did find the Win98 up dated drivers.
When I check out the DirectX diagnostic tools I get a message (DxDiag 
has detected that there may have been a problem accessing Direct3D the 
last time this program was used. Do you want to bypass Direct3D this 
time?) If I say no the computer locks up and I have to reboot. If I say 
yes then DirectX tools will work.

System info is: Date, Computer name, OS, Language, Manufacurer, Model, 
Bios (n/a), Processor(AMD Duron, MMX dDNow, 1,8 Ghz), Memory(256 RAM), 
Page file(70MB used, 172 MB available), DirectX version(DirectX9.0c).
Now going to Display tab I see under DirectX Features:
DirectDraw(Enabled)
Direct3D(Not available)
AGP(Not available)

Under notes: Direct3D functionality not available. You should verify 
that the driver is a final version from the hardware manufacturer.

Where does Direct3D come from, the OS, Video board, or mother board 
dirver CD's?
