[Ham-Computers] Help with Win 98

I have a problem here with a computer.
The computer with Win 98 boots up then when the desktop appears so does the
dial up screen and then it freezes up.
The other day at least I could get it to go into defrag and do some work on
it, but now nothing.

Could a virus be causing this, or any suggestions on what I can do to keep
the dial up screen from popping up to do some diagnosing on that computer.
