Do you want a copy of the page (e.g. bmp if you are going to edit in
future, jpeg if you are not) or do you want it read by character
recognition software and formatted as a word-processed document?
Will they be read on screen, or printed out by the end-user? (I know
that stored on a DVD implies screen read, but if its to be printed
you'll nees a higher resolution)
If you have individual files you will be able to produce a simple HTML
index, a facility you won't have with one large file.
If you want some degree of security, scan and use a 'print to PDF'
process saving as a PDF file.
If its just a copy of a plain text article to be reproduced 'as is'p,
probably not more than 100 - 150dpi, for printing double that - but
experiment with a page or two first although you could go higher (as
you're saving to DVD size won't matter that much; unless you're scanning
the Encyclopaedia Brittannica.) 8-)
