Since that is a hardware problem, I also figure it is influenced more by
the BIOS.  However, it is ultimately a function of the harddrive and the
software that might come with it.  

Harddrive manufacturers generally provide BIOS enhancing software for
use with dumb BIOSes.  At least that has been my experience.
