[Ham-Computers] What ISP for an Old Computer

What operating system is he using?
I'm pretty sure I started on the net with a 386 with 16M of RAM and Win
3.11

If he's reasonably bright, linux is free and will work on 486 and up.

If you can get some ram for a few bucks, go for it.
If not, even really slow newer computers will work.
