Hi Jim
I found a way myself at last. And hope you can use the same.

In Win 98 to Xp I am using this batch file to go to Xp

xCopy  C:\boot\Xp.ini C:\Boot.ini /H /R /I
RUNDLL32  SHELL32.DLL,SHExitWindowsEx  2

And in Xp I use this file to go to win98:

bootcfg /default /id 2
shutdown -R -t 01 -c "Closing Windows Xp and Boot to Windows 98"

I first made the Xp.ini by copying the default boot.ini to Xp.ini
in a directory  named "Boot"
